Venezuela Amnesty Law Passes But Excludes Many in Opposition

The Venezuelan government approved a much-awaited amnesty law that could free hundreds of political prisoners, after adding carveouts that would leave many to deal with a largely distrusted court system and likely exclude many opposition leaders from benefiting.
