Congo and Rwanda-Backed M23 Rebels Agree to Ceasefire Monitoring

Democratic Republic of Congo and Rwanda-backed M23 militants agreed to a ceasefire monitoring and verification process in a signing ceremony Tuesday in Doha, Qatar, the two governments and the rebels said.
