Israeli Prime Minister Benjamin Netanyahu dispatched his top foreign-policy aide to the United Arab Emirates in a bid to improve relations strained by his government’s military campaign in Gaza and expansion of Jewish settlements in the West Bank, according to people with knowledge of the matter.
