EU Top Diplomat Says Any Peace Plan Needs to Involve Ukraine

The European Union’s top diplomat Kaja Kallas said any attempt to bring peace to Ukraine must involve Kyiv, after a series of US-Russia proposals to end the war caught other western allies off guard.
